Challenge
The site consists of 180 acres—mostly vacated through the City of St. Louis’ airport noise abatement buy-out. Former and existing occupants of the neighborhood conducted businesses that had presented challenges to the site development.

Areas of Concern included the following:

  • Former landfill
  • Former auto salvage business
  • Demolished structures and associated contamination and debris
  • Existing structures (21 residences and 12 commercial structures) requiring abatement and demolition
  • Illegal dumping/debris
  • Existing auto body/mechanical shop and manufacturing facility

Solution
EOI prepared an application for Missouri Department of Economic Development Brownfield Redevelopment tax credits. This successful application will cover the majority of the environmental costs, which will total approximately $7 million. EOI provided an innovative solution to the management of the former landfill involving the excavating, screening, and relocation of the landfill to an on-site BVCP-approved cell, saving transport and disposal costs. EOI developed remedial options within the guidelines of the state’s voluntary cleanup program and new risk-based corrective action regulations, using institutional controls, engineered barriers, and engineered cells, as well as traditional excavation, removal, and disposal. EOI designed a comprehensive risk transfer program, structured so that EOI assumes the financial risk for cost overruns arising from known conditions, as well as unexpected costs incurred because of unforeseen conditions. This arrangement indemnified the developer and the municipality, and was the mechanism that allowed the project to move forward.

Result
Site remediation commenced in Spring 2006. Placement of infrastructure is scheduled to begin in early 2007, and construction of the first building is planned for February 2007. This formerly blighted and vacant site will soon become the home of 13 new buildings totaling 2,625,625 square feet to be used for light industrial, warehouse, commercial/professional office, and retail space.
